Step 3. Move Layers

You will notice that everytime you place a new item into your document, a new layer is added to your Layers box, in descending order. To "insert" your photo behind the Quick Page, Point the cursor over the hightlighted photo layer and hold down the left mouse button, then Drag that layer down below the Quick Page layer.

*Do this to move embellishments, etc. on top or below each other, as well.
